James Burgess for Ashburn City Council

Section 2.34Department heads; appointment; qualification; compensation

Last changed 2021
Plain English: what this chapter covers

The Charter is Ashburn's founding document, kind of like the city's constitution. It was passed by the Georgia General Assembly in 2001. It sets up a council of a mayor and five councilmembers, a hired city manager who runs day-to-day operations, the municipal court, how elections and vacancies work, and the city's taxing, budgeting and borrowing powers. Anything the Charter doesn't cover is handled by city ordinance or state law.

The mayor and city council shall appoint department heads for indefinite terms and shall fix the department heads' compensation; provided, however, no department head shall be appointed by less than the affirmative vote of three members of the city council or by the mayor and two members of the city council. Department heads shall be appointed solely on the basis of executive and administrative qualifications.
