Chapter 82 TRAFFIC AND VEHICLES

Unchanged since the 2007 code
Plain English: what this part covers

This chapter covers the everyday rules of the road in Ashburn. It adopts Georgia's Uniform Rules of the Road, sets speed zones, keeps big commercial trucks off residential streets except to make deliveries, and controls junk cars stored outside. It also lets residents drive golf carts ("motorized carts") on most city streets, and it sets up school-zone speed cameras along with how those tickets and appeals work.

  • 90 days: limit on keeping an unlicensed wrecked or inoperative vehicle in an unenclosed place (Sec. 82-1)
  • $1,000 and/or 180 days: maximum penalty for commercial trucks on residential streets (Sec. 82-2(d))
  • $15: one-time golf cart (motorized cart) registration fee (Sec. 82-3(f))
  • 35 mph: golf carts allowed only on streets posted at 35 mph or less (Sec. 82-3(b))
  • $25,000: required liability insurance on golf carts (Sec. 82-3(i))
  • Age 15 or younger: must wear a seatbelt in a golf cart (Sec. 82-3(h))

What's in here

Questions folks ask

Can I drive my golf cart around town?

Yes, on city streets other than state highways where the posted limit is 35 mph or less. You first have to register the cart with the city and pay a one-time $15 fee. The driver needs a valid license or learner's permit, the cart needs $25,000 in liability insurance, and anyone 15 or younger has to wear a seatbelt. You can drive only in daylight unless the cart meets the state's equipment rules.

Can I take my golf cart across Highway 41 or 112?

Not under the code as written. Carts can cross state highways only at crossings the Georgia DOT has designated, and the code specifically bars crossing Highways 41, 112 and "59" until DOT designates crossing areas. Check with City Hall about whether any crossings have been designated since then.

How long can I keep a broken-down car in my yard?

You can't store a wrecked or inoperative car that is also unlicensed in an open, unenclosed spot for 90 days or longer. Businesses that sell or repair cars or car parts are exempt.

Can tractor-trailers and dump trucks drive or park on my street?

Not on residential streets, except while making a delivery or picking up cargo there. Dump trucks and heavy equipment are allowed when they're needed for construction or road work in the subdivision. The designated truck routes are Highway 112/32, Highway 41, Highway 159, Industrial Drive, Silvia Drive and One Georgia Drive. A violation can bring a fine of up to $1,000 and/or up to 180 days in jail.

What is the speed limit on my street, and who sets it?

The council sets speed zones by ordinance after an engineering and traffic study. The street-by-street list lives in Sec. 82-62 and in an "Exhibit A" referenced by Sec. 82-81, but neither list shows up in the online version of the code. The city manager is supposed to keep a public schedule of traffic rules, so ask at City Hall for the current list.

When are the school-zone speed cameras on?

The city code authorizes camera enforcement in school zones (within 1,000 feet of a public or private elementary or secondary school) from 7:00 a.m. to 4:00 p.m., Monday through Friday. Georgia changed its camera law in 2026, so the hours the state allows now may be narrower than what the city code says.

How much is a school-zone camera ticket? Will it hit my license or insurance?

The code sets $75 for a first violation and $125 for each one after that, plus up to $25 in processing fees. These are civil penalties. They don't add points to your license, don't count as a conviction, and can't be used for insurance purposes. Unpaid camera tickets can be reported to the Georgia Department of Revenue.

I got a camera ticket, but I wasn't the one driving. What can I do?

You can testify under oath or send in a sworn, notarized statement that you weren't the driver, or show a police report that the car had been reported stolen. You can also request an administrative hearing, which the police department (or its designee) conducts.

How do I get a stop sign, crosswalk or no-parking zone on my street?

The city manager designates these after an engineering and traffic study. Speed zones, truck routes, one-way streets, parking zones, stop signs and signals also need an ordinance approved by the mayor and council. Crosswalks and traffic lanes can be set by the city manager's written order. Start by contacting the city manager's office.

This is a plain-English guide, not legal advice. The official code is on Municode and at City Hall. Our copy is from April 30, 2026.
