Section 7.12Existing personnel and officers

Unchanged since the 2001 charter

Needs a look

Leftover transition language makes the Charter harder for residents to read. See the fix

Plain English: what this chapter covers

The Charter is Ashburn's founding document, kind of like the city's constitution. It was passed by the Georgia General Assembly in 2001. It sets up a council of a mayor and five councilmembers, a hired city manager who runs day-to-day operations, the municipal court, how elections and vacancies work, and the city's taxing, budgeting and borrowing powers. Anything the Charter doesn't cover is handled by city ordinance or state law.

Except as specifically provided otherwise by this Charter, all personnel and officers of the city and their rights, privileges, and powers shall continue beyond the time this Charter takes effect for a period of 180 days before or during which the existing city council shall pass a transition detailing the changes in personnel and appointed officers required or desired and arranging such titles, rights, privileges, and powers as may be required or desired to allow a reasonable transition.

This is a plain-English guide, not legal advice. The official code is on Municode and at City Hall. Our copy is from April 30, 2026.
