Plain English: what this chapter covers
This chapter covers two kinds of businesses. Article II regulates adult entertainment businesses (strip clubs, adult bookstores and theaters, and similar) — where they can locate, their hours, permits for owners and workers, and a ban on alcohol. Article III sets licensing and operating rules for pool rooms, game rooms, billiard halls and internet cafes, including hours, rules for minors, and a ban on gambling.
No adult business or use restricted hereunder shall be located:
(1) Within 1,000 feet of any parcel of land which is zoned for multi-family or single family uses or purposes;
(2) Within 1,000 feet of any parcel of land upon which a church, school, governmental building simultaneously owned and occupied by such government, library, civic center, neighborhood public park, or neighborhood playground is located;
(3) Within 1,000 feet of any parcel of land upon which another establishment regulated or defined hereunder is located;
(4) Within the central business district of the city per map on file with the planning department;
(5) Within any zoning category or district other than an adult (C-A);
(6) For the purposes of this section, distance shall be from property line to property line using the closest property lines of the parcels of land involved. The term "parcel of land" means any quantity of land capable of being described by location and boundary, designated and used, or to be used, as a unit;
(7) Within 1,000 feet of any parcel of land upon which an establishment is licensed to sell any form of alcoholic beverages;
(8) Within 1,000 feet of any parcel of land upon which a day care center or child care facility is operated.
