This chapter covers keeping animals in town: loose dogs and livestock, rabies shots and tags, reporting bites, cruelty and neglect, impoundment at the city's designated shelter, and the rules for dogs classified as dangerous or vicious. A word of caution: a lot of it is printed twice (rules from 2001 and again from 2011), and two different sets of dangerous-dog rules are still on the books, so it's worth asking the city which version they enforce.
(a) No person owning, having an interest in, harboring, or having the care, charge, control, or possession of any animal shall permit or allow it (either willfully or through failure to exercise due care of control) to be, remain, go, or run upon a public right-of-way, park or other public space, or any open lot of land in the city other than on the property of the said animal's owner. The presence of any animal upon a public right-of-way, park or other public space, or upon any open lot or land in the City other than on the property of the said animal's owner, is hereby declared to be a and dangerous to the public health and safety.
(b) An animal shall not be considered to be if such animal is under restraint as defined in this division or if such animal is upon private property which is in the possession (through ownership, lease, or other similar arrangement) of a person or persons who either own or have control of the said animal or it is on or in a vehicle.
(c) All animals found to be in violation of this division may be in the manner prescribed in this division.
