Sec. 14-153Enforcement and penalties
Needs a look
Without graduated fines (first, second, third offense) for loose dogs, enforcement has little teeth and is unpredictable for owners. See the fix
Plain English: what this chapter covers
This chapter covers keeping animals in town: loose dogs and livestock, rabies shots and tags, reporting bites, cruelty and neglect, impoundment at the city's designated shelter, and the rules for dogs classified as dangerous or vicious. A word of caution: a lot of it is printed twice (rules from 2001 and again from 2011), and two different sets of dangerous-dog rules are still on the books, so it's worth asking the city which version they enforce.
(a) It shall be the duty of the city manager or the city manager's designee to enforce these regulations.
(b) Violations of the provisions of this article shall be deemed a punishable as provided by in state law with each day such violations continue constituting a separate offense. Appropriate actions and proceedings may be taken by law or in equity to prevent any violations of these regulations; to recover damages; to restrain, correct, or a violation; and these remedies shall be in addition to the penalties described above.
