Sec. 1-3Catchlines of sections; history notes; references and editor's notes

Unchanged since 1983
Plain English: what this chapter covers

Chapter 1 is the instruction manual for reading the rest of the code. It defines common words like 'person' and 'street,' explains how to count deadlines, says that if a court strikes down one part the rest still stands, and sets the default punishment for breaking a city ordinance when no other penalty is listed.

(a) The catchlines of the several sections of this Code printed in boldface type are intended as mere catchwords to indicate the contents of the sections and shall not be deemed or taken to be titles of such sections nor as any part of the sections; nor, unless expressly so provided, shall they be so deemed when any of such sections, including the catchlines, are amended or reenacted.

(b) The appearing in parentheses after each section and the references and editor's notes scattered throughout the Code are for the benefit of the user of the Code and shall have no legal effect.

History: (Code 1983, § 1-3)

State Law reference— Notes and catchlines of code sections not part of law, § 1-1-7.

This is a plain-English guide, not legal advice. The official code is on Municode and at City Hall. Our copy is from April 30, 2026.
