Plain English: what this chapter covers
This is the chapter for anyone running a business in town: the yearly occupation tax (the city's business license), plus special rules for pawn shops, phone companies, arcades and coin-operated machines, fireworks stands, food trucks, and permits for special events on city property like festivals, parades and big cookouts in the park. Several parts are fairly recent (2015-2025), but some, like the pawnshop rules, are older and still describe paper record books.
Any person engaged in any business, trade, profession, or occupation within the City of Ashburn paying an pursuant to section 22-31 of the Official Code of the City of Ashburn for said business, trade, profession or occupation, such business allowing the congregation of 25 people or more, shall provide security during operating hours between 10:00 p.m. and 6:00 a.m. Security personnel shall be POST-certified law enforcement officers in good standing. The establishment shall provide a minimum of one officer for the first 25 to 100 patrons at any one time. The establishment shall provide an additional officer for any portion exceeding 100 patrons thereafter. Notwithstanding that the security personnel shall be compensated by the licensee, officers shall file a written report of any violation on the licensed premises either by a patron, an employee of the establishment, or the payer of the business and occupation tax and the officer shall take action necessary to enforce any local, state or federal law or .
