Plain English: what this chapter covers
This is the chapter for anyone running a business in town: the yearly occupation tax (the city's business license), plus special rules for pawn shops, phone companies, arcades and coin-operated machines, fireworks stands, food trucks, and permits for special events on city property like festivals, parades and big cookouts in the park. Several parts are fairly recent (2015-2025), but some, like the pawnshop rules, are older and still describe paper record books.
All rooms containing one or more coin-operated amusement machines shall be open to view and accessible to the public, and no such machines shall be placed in a private room or any portion of the business closed off to the public or to the rest of the building by doors or partitions of any kind. Windows shall not be blackened or covered with closed blinds, curtains or anything which interferes with visibility through the window. The operation of all coin- operated amusement machines shall be subject to electronic visual surveillance at all times. Videotapes, DVDs or any other recording shall be maintained by the establishment for a period of not less than 30 days.
The building or structure in which the establishment is operated shall comply at all times with all building, electrical, plumbing and other codes of the City of Ashburn pertaining to buildings and structures or otherwise regulating quality of construction and maintenance of buildings and structures in the City of Ashburn.
