Needs a look

Residents organizing a rally, vigil or march on short notice could be blocked or priced out, and the city could face a First Amendment challenge. See the fix

Organizers can't tell whether a 5-7 day event is allowed. See the fix

Plain English: what this chapter covers

This is the chapter for anyone running a business in town: the yearly occupation tax (the city's business license), plus special rules for pawn shops, phone companies, arcades and coin-operated machines, fireworks stands, food trucks, and permits for special events on city property like festivals, parades and big cookouts in the park. Several parts are fairly recent (2015-2025), but some, like the pawnshop rules, are older and still describe paper record books.

Except where otherwise permitted by this chapter, it is unlawful for any person, group of persons, organization, association, club, or other entity to conduct or cause to be conducted any special event on city property without having first obtained a valid special event permit from the city. The permit issued must be available upon request for review and inspection. Special event permits are temporary and shall not vest any permanent property rights. Issued permits are effective only for the time period described on the permit. Special events are limited to the hours of operation specified in the permit. In no instance shall a special event be permitted to occur over the course of any more than four consecutive calendar days.
