Chapter 2 covers how city government runs: when the council meets and how residents can speak, the ethics code and how to file a complaint, rules for city employees (including drug testing and the city minimum wage), budgeting and purchasing limits, city credit cards, the Community Relations Commission, and how the city protects utility customers' personal information.
Upon registration of any bonds as hereinabove provided, the city clerk shall stamp, print, or write upon each bond so registered a statement of the registration in substantially the following form, inserting in the blanks the matter applicable to each transaction: "Registered by ___________. Nonnegotiable. Principal [and interest] to be paid only to _______ located at _______ or to such person's legal representative located at _______. This _______ day of _______, 20_______.
