Sec. 38-53Civil liability
Plain English: what this chapter covers
This is the chapter for overgrown lots, junk cars, run-down houses and condemned buildings. It sets minimum standards for homes and rentals, like working plumbing, heat and hot water, and lays out how the city can take an owner to court, clean up or tear down a property, and put a lien on it. It also covers erosion control for land clearing and construction, protection zones around the city's water wells, and outdoor watering days.
No officer or member of the city council or employee of the city, charged with the enforcement of this article in the discharge of duties, shall be rendered liable personally; and such officer, member, or employee is hereby relieved from all personal liability for any damage that may accrue to persons or property as a result of any act required or permitted in the discharge of duties under this article.
