Sec. 54-36HPC's power to adopt rules and standards
Plain English: what this chapter covers
This chapter creates the Ashburn Historic Preservation Commission (HPC) and the Ashburn Local Historic District. If your property is a designated historic property or sits in the district, you need a 'certificate of appropriateness' from the HPC before making exterior changes, demolishing or moving a building. Ordinary repairs, interior work and paint colors don't need one.
The HPC shall adopt rules and standards for the transaction of its business, and for consideration of applications for property designations and certificate of appropriateness, such as by-laws, and design guidelines. The HPC shall have the flexibility to adopt rules and standards without amendment to this chapter. The HPC shall provide for the time and place of regular meetings and a method for the calling of special meetings. The HPC shall select such officers as it deems appropriate from among its members. A quorum shall consist of a majority of the members.
