Plain English: what this chapter covers

This chapter creates the Ashburn Historic Preservation Commission (HPC) and the Ashburn Local Historic District. If your property is a designated historic property or sits in the district, you need a 'certificate of appropriateness' from the HPC before making exterior changes, demolishing or moving a building. Ordinary repairs, interior work and paint colors don't need one.

(a) After the designation by of a historic property or historic district, no material change in the appearance of such historic property, or of a building, structure, site, or object within such historic district, shall be made or be permitted to be made by the owner or occupant thereof, unless or until the application for a certificate of appropriateness has been submitted to, and approved by, the HPC.

(b) Under no circumstances shall any permit for alteration, demolition, or construction be issued by other city or county departments until a certificate of appropriateness application has been approved for such work.
