Plain English: what this chapter covers
This is the city's general 'don't do it' chapter. It covers firing guns, loitering, noise, fireworks, juvenile and park curfews, disorderly conduct, littering, false burglar alarms and abandoned shopping carts. Most violations go to Ashburn Municipal Court.
The provisions of this article shall be enforced by code enforcement personnel. In the enforcement of this article, enforcement personnel may enter upon public property which the city owns or has a right to enter to examine a shopping cart or parts thereof, or to obtain information as to the identity of a shopping cart and remove, or cause removal of, a shopping cart, or parts thereof, declared to be a pursuant to this article. Any retail establishment that fails to timely submit a plan shall constitute a violation of this article, and subject to penalties.
