Last changed 2023
Plain English: what this chapter covers

This is the rulebook for selling, serving and drinking alcohol in Ashburn. It covers who can get a beer, wine or liquor license and how the city council grants, renews, suspends or takes one away; what hours stores and bars can sell; rules for events, BYOB ('brown bagging') and catering; the city's alcohol excise taxes; and a ban on drinking or open containers on city streets and property.

(a) No malt beverage, wines, distilled spirits or any other alcoholic beverage shall be stored for sale, delivered, sold or manufactured in the city except under a license issued pursuant to this article and then only for the specific beverage and manner of sale provided in the license. Any license holder, any employee of the license holder, and any customer of the license holder who violates any provision of this chapter applicable to them, shall be guilty of an offense punishable as provided in this Code, and each day such violation or failure to comply continues shall be a separate punishable offense.

(b) The requirements of this article shall be in addition to any other requirements for business licenses under this Code, and if other provisions of this Code conflict with this article, then this article shall control.
