Plain English: what this chapter covers
This is the rulebook for selling, serving and drinking alcohol in Ashburn. It covers who can get a beer, wine or liquor license and how the city council grants, renews, suspends or takes one away; what hours stores and bars can sell; rules for events, BYOB ('brown bagging') and catering; the city's alcohol excise taxes; and a ban on drinking or open containers on city streets and property.
As used in this division, the following terms shall have the meaning (the singular includes the plural), and shall be subject to the following rules, regulations, and provisions:
Event means any gathering of two or more persons on real property located within the corporate limits of the City of Ashburn for the purpose of attending a public event or private event, as hereinafter defined.
Participant means the person or persons attending the event.
Private event means any gathering of two or more persons on real property located within the corporate limits of the City of Ashburn pursuant to an arrangement by the owner of the property, or pursuant to a rental of the premises from the owner, which may be attended by invitation only.
Public event means any gathering of two or more persons on real property located within the corporate limits of the City of Ashburn pursuant to an arrangement by the owner of the property, or pursuant to a rental of the premises from the owner, to which the public in general is invited.
Sponsor means the person or persons conducting the event, whether the owner of the premises or person or persons renting the premises for the purpose of conducting the event.
