Sec. 6-179Building
Plain English: what this chapter covers
This is the rulebook for selling, serving and drinking alcohol in Ashburn. It covers who can get a beer, wine or liquor license and how the city council grants, renews, suspends or takes one away; what hours stores and bars can sell; rules for events, BYOB ('brown bagging') and catering; the city's alcohol excise taxes; and a ban on drinking or open containers on city streets and property.
No license under this article shall be issued to any person unless the building in which the business will be located is completed, or unless proposed plans and specifications of a proposed building to be built are attached to the application. The completed building or the proposed building shall comply with the regulations of the city and the laws of the state. Each building in which the business will be located shall contain sufficient lighting so that the building itself and the premises on all sides of the building are readily visible at all times from the front of the street on which the building is located so as to reveal the inside retail area of the building and so as to reveal all of the outside premises of such building. Each applicant for a license under this article shall attach to his application evidence of ownership of the building or a copy of the lease if the applicant is leasing the building.
