Plain English: what this chapter covers
This chapter covers garbage: how trash must be bagged and stored, the pickup schedule, what the city will and won't haul, private haulers, and the garbage fee on your utility bill. An editor's note says the city contracts with the Solid Waste Management Authority of Crisp County (agreement dated 1996).
(a) No person shall place any solid waste in any street, public place, roadway, or private premises except when it is in proper containers for collection or under the express prior approval of the mayor and city council. No person shall place any solid waste in any stream, lake, or other body of water.
(b) Any unauthorized accumulation of solid waste on any premises is hereby declared to be a and is prohibited. Failure to remove any existing accumulation of solid waste within such reasonable time as may be fixed by written notice of the city manager shall be deemed a violation of these regulations and may be abated as provided in section 70-33, hereof.
(c) Where a tenant has been lawfully evicted from a property located within the City of Ashburn and the landlord has placed any personal property of the tenant's outside the curtilage of the landlord's real property or when the tenant has voluntarily relocated from the property and placed his property on the sidewalk, the tenant shall reclaim the personal property within five days after it has been placed on the sidewalk or otherwise removed from the landlord's property. If the tenant fails to collect the property within five days, the property shall be considered abandoned and may be removed and disposed of by the City of Ashburn. Any expenses incurred by the city shall be the responsibility of the landlord/property owner, and will be assessed by the city in accordance with applicable law.
