The problem

Houses falling in while families can't find a decent place to rent — 13.3% of Turner County residents live with severe housing problems. Streets that need work. Water lines that keep breaking. Lots nobody has cut. And almost nobody in this town can tell you whether their street is next on a list or not on one at all.

What the city actually controls

Nearly all of it. Code enforcement, derelict property, the tax-delinquent process, streets, water, sewer, lighting, and the rates that pay for them.
