James Burgess for Ashburn City Council

Sec. 10-41Application for occupation tax certificate

Unchanged since the 2007 code
Plain English: what this chapter covers

This chapter covers two kinds of businesses. Article II regulates adult entertainment businesses (strip clubs, adult bookstores and theaters, and similar) — where they can locate, their hours, permits for owners and workers, and a ban on alcohol. Article III sets licensing and operating rules for pool rooms, game rooms, billiard halls and internet cafes, including hours, rules for minors, and a ban on gambling.

(a) Any person, association, partnership, or corporation desiring to obtain an certificate to operate, engage in, conduct, or carry on any adult entertainment establishment shall make application to the mayor or city council of the city or the designee of the mayor or city council. Prior to submitting such application, a nonrefundable processing fee of $1,000.00 shall be paid to the business license manager to defray, in part, the cost of investigation and report required by this chapter. The business license manager shall issue a receipt showing that such processing fee has been paid. The receipt, or a copy thereof, shall be supplied to the mayor or the city council at the time such application is submitted.

(b) The application for permit does not authorize the engaging in, operation of, conduct of, or carrying on of any adult entertainment establishment.

(c) A copy of the application shall be posted on the premises for which the application is sought.

This is a plain-English guide, not legal advice. The official code is on Municode and at City Hall. Our copy is from April 30, 2026.
