James Burgess for Ashburn City Council

Sec. 10-49Change of location or name

Unchanged since the 2007 code
Plain English: what this chapter covers

This chapter covers two kinds of businesses. Article II regulates adult entertainment businesses (strip clubs, adult bookstores and theaters, and similar) — where they can locate, their hours, permits for owners and workers, and a ban on alcohol. Article III sets licensing and operating rules for pool rooms, game rooms, billiard halls and internet cafes, including hours, rules for minors, and a ban on gambling.

(a) No adult entertainment establishment shall move from the location specified on its certificate until a change of location fee, established by resolution of the city council, has been deposited with the city and approval has been obtained from the mayor and council for the city. Such approval shall not be given unless all requirements and regulations, as contained in the city's Codes, have been met.

(b) No applicant shall operate, conduct, manager, engage in, or carry on an adult entertainment establishment under any name other than his name and the name of the business as specified on his certificate.

(c) Any application for an extension or expansion of a building or other place of business where an adult entertainment establishment is located shall require inspection and shall comply with the provisions and regulations of this chapter.

This is a plain-English guide, not legal advice. The official code is on Municode and at City Hall. Our copy is from April 30, 2026.
