Plain English: what this chapter covers
This chapter covers two kinds of businesses. Article II regulates adult entertainment businesses (strip clubs, adult bookstores and theaters, and similar) — where they can locate, their hours, permits for owners and workers, and a ban on alcohol. Article III sets licensing and operating rules for pool rooms, game rooms, billiard halls and internet cafes, including hours, rules for minors, and a ban on gambling.
Whenever the city clerk has scheduled an appeal before the city council, at the time and date set therefor, the council shall receive all relevant testimony and evidence from the applicant, from interested parties, and from city staff. The city council may sustain, over-rule, or modify the action complained of. The action of the city council shall be final.
