Plain English: what this chapter covers

This chapter covers parade permits, displaying merchandise on sidewalks, and the rules utility companies must follow to put lines, pipes and poles in city rights-of-way. The old interstate sign rules here were repealed in 2011.

The adoption of this article shall not confer any right to any property owner to display merchandise on the sidewalk, and any application or permit granted may be denied by the city council if in the sole judgment of the council the display of merchandise is an impediment to the free flow of traffic, is unsightly or offensive, or in any way threatens the health, safety, and welfare of the citizens of the city.

This is a plain-English guide, not legal advice. The official code is on Municode and at City Hall. Our copy is from April 30, 2026.
