Plain English: what this chapter covers
This chapter covers parade permits, displaying merchandise on sidewalks, and the rules utility companies must follow to put lines, pipes and poles in city rights-of-way. The old interstate sign rules here were repealed in 2011.
No utility shall be relieved of its obligation to comply with any of the provisions of this article by reason of any failure of city to enforce prompt compliance.
