Sec. 86-3Charges, fees, and rates for utility service
Needs a look
Families can lose water and gas within days of a missed payment, and the code doesn't clearly promise them notice or a hearing. See the fix
Plain English: what this chapter covers
This chapter covers Ashburn's city-run water, sewer and natural gas service. It sets the rules on connection permits, deposits, meters, late penalties and shutoffs, disputing a bill, and the city's right to come on your property to read meters and fix lines. It also covers outdoor watering hours, what you can and can't put down the sewer, when you have to tie into city sewer, and how the gas system extends lines to new customers. The actual rates and deposit amounts aren't in the code. They're kept on file with the city clerk.
(a) The charges, fees, and rates for all utility services, including water, sewer, and gas, shall be as fixed from time to time by the city council, and a schedule of such utility fees, charges, and rates shall be maintained on file in the office of the city clerk.
(b) All utility charges, fees, and rates shall be subject to a ten percent penalty if not paid by the tenth day of the month in which the bill is due. Should the bill togther with the ten percent penalty not be paid by the twentieth day of the month, utility service shall be terminated. The mayor and city council may establish a fee for the re-establishment of service after termination.
This is a plain-English guide, not legal advice. The official code is on Municode and at City Hall. Our copy is from April 30, 2026.
