Sec. 86-4Deposits
Needs a look
Residents can't check what they should be paying, or whether they'll get their deposit back, without a trip to City Hall. See the fix
Grieving families can face a surprise deposit just to keep the water and gas on in a home they've lived in for years. See the fix
Plain English: what this chapter covers
This chapter covers Ashburn's city-run water, sewer and natural gas service. It sets the rules on connection permits, deposits, meters, late penalties and shutoffs, disputing a bill, and the city's right to come on your property to read meters and fix lines. It also covers outdoor watering hours, what you can and can't put down the sewer, when you have to tie into city sewer, and how the gas system extends lines to new customers. The actual rates and deposit amounts aren't in the code. They're kept on file with the city clerk.
(a) Those customers receiving utility services shall be required to pay a deposit and/or service charge as set from time to time by the city council, and a schedule of such charges shall be maintained on file in the office of the city clerk.
(b) When a customer of the city utility system dies or for any reason vacates a residence, a deposit will be required of any current occupant of the residence, even though the occupant may have previously resided at the residence. The utility services and billing shall be transferred to the name of the new customer. Provided, however, a surviving spouse shall not be required to pay an additional deposit.
This is a plain-English guide, not legal advice. The official code is on Municode and at City Hall. Our copy is from April 30, 2026.
