Sec. 86-5Meters
Plain English: what this chapter covers
This chapter covers Ashburn's city-run water, sewer and natural gas service. It sets the rules on connection permits, deposits, meters, late penalties and shutoffs, disputing a bill, and the city's right to come on your property to read meters and fix lines. It also covers outdoor watering hours, what you can and can't put down the sewer, when you have to tie into city sewer, and how the gas system extends lines to new customers. The actual rates and deposit amounts aren't in the code. They're kept on file with the city clerk.
(a) Required. No person shall be furnished water or gas by the city, for any purpose, unless the person shall have a meter as prescribed by the city for the purpose of measuring the quantity of water or gas used by such person. All meters shall be of the make and kind prescribed by the city and shall be connected at the place, and in the manner, prescribed by the city.
(b) Permission to install; placement. No person shall install or cause to be installed any city utility meter in any home or business establishment in the city without first obtaining the permission of the city; and in all new constructions or where the old building is being remodeled, the meter shall be placed on the outside of the home or building at a place designated by the city, so that the meter will be readily accessible to the city.
(c) Notice and permission to disconnect. It shall be unlawful for any person who is a customer or user of water or gas supplied by the city, through meters, to disconnect, change, or otherwise tamper with those meters, unless the person shall have first received permission from the city to remove, disconnect, or change the meter.
(d) All utility meters and disconnects serving mobile home parks and apartments shall be marked by the property owner such that city personnel can determine which mobile home or apartment is served by a particular meter.
This is a plain-English guide, not legal advice. The official code is on Municode and at City Hall. Our copy is from April 30, 2026.
