Sec. 86-6Suspension of service
Plain English: what this chapter covers
This chapter covers Ashburn's city-run water, sewer and natural gas service. It sets the rules on connection permits, deposits, meters, late penalties and shutoffs, disputing a bill, and the city's right to come on your property to read meters and fix lines. It also covers outdoor watering hours, what you can and can't put down the sewer, when you have to tie into city sewer, and how the gas system extends lines to new customers. The actual rates and deposit amounts aren't in the code. They're kept on file with the city clerk.
The city reserves the right to discontinue any or all of its utility services without notice for the following reasons:
(1) To prevent fraud or abuse;
(2) Consumer's willful disregard of the city's rules;
(3) Emergency repairs;
(4) Insufficiency of water or gas supplies due to circumstances beyond the city's control;
(5) Legal processes;
(6) Direction of public authorities; and
(7) By reasons of force majeure which term shall mean acts of God, strikes, lockouts or other industrial disturbances, acts of the public enemy, war, blockades, insurrections, riots, epidemics, landslides, unusual conditions of weather or temperature, lightning, earthquakes, fires, storms, floods, washouts, arrests and restraints of governments and people, civil disturbances, explosions, breakage of or accidents to machinery, lines of pipe, or the City's peak shaving plants, freezing of wells or lines of pipe, partial or complete curtailment of deliveries from the city's supplier as a result of force majeure under the supplier's gas purchase contacts, inability to obtain rights-of-way, , permits, materials, equipment, supplies, or an inability to obtain an unlimited supply of gas from the city's suppliers, and any other causes, whether of the kind herein enumerated or otherwise, not within the control of the city and/or its supplier or the customer and which by the exercise of due diligence either the city and/or its supplier or the customer is unable to prevent or overcome. It is understood and agreed that the settlement of strikes or lockouts shall be entirely within the discretion of the person affected, and the above requirement that any force majeure shall be remedied with all reasonable dispatch shall not require the settlement of strikes or lockouts when such course is inadvisable in the discretion of the person affected thereby.
This is a plain-English guide, not legal advice. The official code is on Municode and at City Hall. Our copy is from April 30, 2026.
