Sec. 86-7Complaints; adjustments

Unchanged since the 2007 code

Needs a look

Working residents, elderly residents, and people without a ride may lose their right to dispute a bill just because they can't get to City Hall during business hours. See the fix

Plain English: what this chapter covers

This chapter covers Ashburn's city-run water, sewer and natural gas service. It sets the rules on connection permits, deposits, meters, late penalties and shutoffs, disputing a bill, and the city's right to come on your property to read meters and fix lines. It also covers outdoor watering hours, what you can and can't put down the sewer, when you have to tie into city sewer, and how the gas system extends lines to new customers. The actual rates and deposit amounts aren't in the code. They're kept on file with the city clerk.

(a) If the customer believes his or her bill to be in error, he or she shall present this claim, in person, at City Hall before the bill becomes delinquent. The claim, if made after the bill has become delinquent, shall not be effective in preventing discontinuance of service as provided in section 86-6 above. The consumer may pay the bill under protest, and the payment shall not prejudice his or her claim.

(b) The city will make a special meter reading at the request of a consumer for a fee as fixed from time to time by the city council; provided, however, that if such special reading discloses that the meter was overread, no charge will be made.

(c) Meters will be tested at the request of the consumer upon payment to the city of the actual costs of making the test; provided, however, that if the meter is found to overregister beyond three percent of the correct volume, no charge will be made.

(d) If the seal of a meter is broken by other than the city's representative, or if the meter fails to register correctly or is stopped for any cause, the consumer shall pay an amount estimated from the record of his or her previous bills and/or from other proper data.

This is a plain-English guide, not legal advice. The official code is on Municode and at City Hall. Our copy is from April 30, 2026.
