The problem
A city moves only as fast as its systems and its people allow. Outdated technology costs staff hours every week. A small city that doesn't invest in its employees trains them for cities that do. And nobody has been watching for money we already qualify for — while Tifton, Cordele, and Fitzgerald are applying for the same programs every cycle.
What the city actually controls
All of it. This is entirely within council authority.
A city that can't apply doesn't lose grants. It never gets counted.
