Residents may believe they have no recourse after a gas incident even where the law might give them some. See the fix

Plain English: what this chapter covers

This chapter covers Ashburn's city-run water, sewer and natural gas service. It sets the rules on connection permits, deposits, meters, late penalties and shutoffs, disputing a bill, and the city's right to come on your property to read meters and fix lines. It also covers outdoor watering hours, what you can and can't put down the sewer, when you have to tie into city sewer, and how the gas system extends lines to new customers. The actual rates and deposit amounts aren't in the code. They're kept on file with the city clerk.

(a) Interruptions. The city shall make reasonable efforts to avoid interruptions of service. When interruptions occur for any reason, the city shall restore service within the shortest time practical under the conditions. The city shall not be liable, in any manner to the customer or any other person, for any loss or damage resulting from such failure or interruptions of service.

(b) Action to maintain system integrity. When the city, in its sole discretion, determines that it is necessary to curtail or interrupt service to maintain the integrity of its system or to provide for its or the public's safety, the city shall have the right to curtail or interrupt delivery of gas to any customer.

(c) Emergency uses. It is expressly understood and agreed that the city does not furnish uninterruptible service for pumping water, emergency power generation, or any other emergency use. In the event a customer uses gas for emergency uses, the customer, at all times, shall maintain a standby supply of energy so that it will not be necessary to rely on gas during a time of emergency. The city shall not be liable, in any event, to any customer, any inhabitants of any municipal customer, or any other person, for any loss or injury of or to property or persons occasioned by, or resulting directly or indirectly from, the failure of any fire protection or other emergency apparatus to operate, whether said failure shall be due to the act or omission of the city or otherwise.

(d) Special conditions. The following conditions are applicable to large interruptible commercial and industrial service. Any large interruptible commercial and industrial service customer agrees to have and to maintain complete standby fuel and equipment available and agrees to use it whenever necessary. The city shall not be liable, in any manner to the customer or any other person, for any failure, in whole or in part, temporary or permanent, to deliver gas under any of the foregoing services.

This is a plain-English guide, not legal advice. The official code is on Municode and at City Hall. Our copy is from April 30, 2026.
